On March 17, 2023, Dr. Gladie Natherine G. Cabanizas was invited to speak at the In-House Training on Basic Survey Evaluation Tools Development by the Training and Doctrine Command, Philippine Army at the TRADOC Museum & Library, Capas, Tarlac.
Dr. Cabanizas started her Basic Evaluation Tool Development Seminar-Workshop by defining the meaning of “Evaluation” wherein it was stated that it is a systemic assessment of a program, or a part of it, to aid managers and other decision-makers in determining whether a program is appropriate, efficient, and effective. Also, she also emphasized that an Evaluation is to determine whether the basis for new program creation or extensions is strong enough, as well as whether further funding for the program is needed or whether it should be canceled.
Furthermore, Dr. Cabanizas stated the benefits of Evaluation and discussed the various methods of it, namely: Interviews, Questionnaires, Focus Groups, Surveys, Case Studies, Expert Panels, Multi-criteria Analysis, SWOT (Strength, Weakness, Opportunity, Threat) Analysis, Cultural and Social Analysis. Also, she discussed the checklist for creating an evaluation team, and the development of assessment tools that consists of three main steps, planning, design and development, and quality checks.
To help the attendees comprehend the topic being addressed, Dr. Cabanizas presented an actual Tracer Study to help the Philippine Army Researchers to have a basis and foundation for their own Tracer Studies, to understand the elements of the evaluation and questionnaire in each research of the Training Analysis Center in TRADOC. To conclude the seminar-workshop, Dr. Cabanizas asked the participants to group themselves and create their own evaluation survey that will, later, be used in their offices. Moreover, a customer evaluation satisfaction survey form was distributed both online and onsite, to evaluate the activity and the resource speaker, this will help the office and the expert service provider to further enhance and improve their respective services.
Given that this activity aided and assisted the Philippine Army in Drafting Survey Evaluation and their respective Tracer Studies, the completed seminar-workshop is beneficial to the Sustainable Development Goals, particularly SGD 04: Quality Education.
