In partnership with the Department of Agrarian Reform–Tarlac (DAR-Tarlac), the Tarlac State University College of Engineering (TSU-COE) conducted an initial site inspection and coordination meeting on January 21, 2026, at Brgy. Matarannoc, San Manuel, Tarlac. The activity marked the beginning of a collaborative initiative to assist the PAGBIAGAN Multi-Purpose Cooperative (MPC) in designing a current Good Manufacturing Practice (cGMP)-compliant food processing facility on a greenfield site. The project aims to ensure that the proposed facility meets Food and Drug Administration (FDA) License to Operate (LTO) requirements while promoting efficient and sustainable operations through integrated engineering solutions.
With the assistance of Mr. Eulogio Cabiles, Chairperson of PAGBIAGAN Multi-Purpose Cooperative, and Ms. Jailynn Dimalanta, Officer-in-Charge of DAR-CARPO Tarlac, the project team successfully gathered and assessed the necessary site and beneficiary information needed for the development of the facility.
The initiative was led by College Extension Department Head Engr. Renz Paul Quiambao and brought together faculty members from various engineering disciplines. The team included Industrial Engineering Department Head Engr. Ann Jeannette Lopez and faculty members Engr. Anna May Angeles, Engr. Ma. Victoria Rodriguez, and Engr. Maria Paola Espinosa; Mechanical Engineering representatives Engr. Stephen Immanuel Galang and Engr. Angelica Pangilinan; Electrical and Electronics Engineering representatives Engr. Nick Raymund Velasco and Engr. Mark Benz Pineda; and Civil Engineering representatives Engr. Karl Angelo Clarete and Engr. Ma. Jan Nickole Estrada.
By integrating cGMP principles with multidisciplinary engineering expertise, the project seeks to help PAGBIAGAN Multi-Purpose Cooperative achieve regulatory compliance, operational readiness, and long-term sustainability. The initiative also reflects TSU-COE's commitment to delivering extension services that strengthen local enterprises, promote food safety, and contribute to inclusive community development in partnership with DAR-Tarlac.
