The Center for Community and Local Governance Studies and Policy Development (CCLGSPD) of Tarlac State University presented its research paper entitled "Evaluating Food Establishment Compliance with the Sanitation Code in Pura, Tarlac: A Foundation for Enhanced Local Governance" during an office meeting held on May 7, 2026, at the Pura Rural Health Unit (RHU).
The study was led by Mr. Aljon N. Lusong, Faculty Member of the Food Technology Department, and co-authored by Ms. Vien Jamaica D. Samson, Department Head for Local Governance and Policy Development, and Dr. Cynthia G. Quiambao, Director of CCLGSPD.
The research assessed the compliance of food establishments in the municipality with Presidential Decree No. 856, Chapter III, otherwise known as the Sanitation Code of the Philippines. Specifically, the study examined the profile of food establishments, evaluated their level of compliance with the sanitation standards, determined whether establishment characteristics influenced compliance, and identified common challenges encountered by business owners. The findings will serve as the basis for policy recommendations to strengthen the local implementation of sanitation regulations.
The presentation was conducted during the Rural Health Unit's regular office meeting, attended by Municipal Health Officer Dr. Liberty D. Domingo and RHU personnel. In addition to presenting the research findings, the team introduced a draft ordinance and Information, Education, and Communication (IEC) materials to support the municipality's sanitation initiatives.
The meeting also served as an open forum, allowing health officials and staff to provide feedback, raise questions, and offer recommendations to further refine the study and enhance future policy and program implementation.
