CCJE Empowers Camileños with Katarungang Pambarangay Law Seminar

In a bid to enhance community-based conflict resolution and promote peace and harmony at the grassroots level, the College of Criminal Justice Education (CCJE) organized an enlightening seminar on the Katarungang Pambarangay Law as part of the CCJE's ongoing "Project LIGTASS (Localized Innovation Geared Towards Addressing Security and Safety)," took place in Barangay Poblacion H, Camiling, Tarlac, on September 8, 2023.

Distinguished speakers, including Atty. Theodore M. Timpac, Dr. Jayson R. Felix, and Ms. Marie Fe F. Buscayno shared their extensive knowledge of the Katarungang Pambarangay Law during the seminar. This event aimed to underscore the crucial role this law plays in resolving disputes and conflicts within local communities.

Prior to the seminar's commencement, all attendees, regardless of age, took a written examination to assess their understanding of the Katarungang Pambarangay Law. The initiative received enthusiastic participation from the audience, including senior citizens whom the dedicated CCJE Extension Staff assisted.

The Katarungang Pambarangay Law, encompassing PD 1508 Sections 1-19, serves as a cornerstone of community-based conflict resolution in the Philippines. Atty. Theodore M. Timpac initiated the seminar by delving into PD 1508 Sections 1-6, emphasizing its foundational principles and its role in promoting peace and harmony at the barangay level. He underscored the law's focus on mediation and conciliation, urging disputing parties to seek amicable resolutions without resorting to expensive and time-consuming litigation.

Dr. Jayson R. Felix continued the discourse, exploring PD 1508 Sections 7-12. Dr. Felix's insights delved deeper into the law's specific procedures and mechanisms, highlighting the pivotal role of the Lupong Tagapamayapa in facilitating resolutions. He emphasized the importance of well-trained barangay officials and their mediation skills in ensuring the efficacy of the Katarungang Pambarangay process. His expertise underscored how the law resolves disputes and fosters community unity and cohesion.

The seminar concluded with Ms. Marie Fe F. Buscayno elaborating on PD 1508 Sections 13-19. Her presentation shed light on the legal implications and consequences when parties refuse to participate in the Katarungang Pambarangay proceedings. Ms. Buscayno stressed the significance of complying with the law, ensuring that disputing parties adhere to the lawful procedures and resolutions established by the barangay justice system. Her comprehensive overview emphasized that the Katarungang Pambarangay Law is not a mere suggestion but a vital legal framework deserving respect and recognition.

In an unplanned yet significant turn of events, a resident from Barangay Poblacion H sought a consultation with Atty. Timpac regarding her son's legal matter, showcasing the immediate applicability of the knowledge shared during the seminar.

The CCJE seminar made a substantial contribution to the achievement of Sustainable Development Goal 16, which focuses on promoting Peace, Justice, and Strong Institutions, highlighting the pivotal role of community-based legal frameworks in achieving these global objectives.
