To assist Barangay Ungot, Tarlac City, in developing a complete, accurate, and ARTA-compliant Citizen’s Charter pursuant to ARTA Memorandum Circular No. 2019-002A, the Industrial Engineering (IE) Department and the Quality Management Unit – Anti-Red Tape Unit (QMU-ARTA) conducted an initial presentation and consultation on January 9, 2026. The initiative aims to streamline frontline services by clearly outlining process steps, timelines, requirements, and responsible personnel.
The extension activity was spearheaded by Project Coordinator Engr. Maricar Banting, together with IE experts Engr. Ann Jeannette S. Lopez, Engr. Anna May Angeles, Engr. Maria Paola Espinosa, and Engr. Ma. Victoria Rodriguez, with technical assistance from Engr. Jean Zyra David and Mr. Kenneth Ventinilla of the QMU-ARTA.
Through technical assistance, capacity-building workshops, and collaborative documentation sessions, the project team will guide barangay officials and staff in mapping their processes, drafting service flowcharts, establishing service commitment standards, and designing a user-friendly Citizen’s Charter for public posting.
By the end of the project, Barangay Ungot will have a validated, printed, and digital Citizen’s Charter, empowering residents with accessible information about their rights and the services available to them while promoting transparency, accountability, and improved local governance.
