The Department of Civil Engineering, together with its partner organizations, recently met with Tarlac City Mayor Hon. Susan Yap on March 11, 2026, to present the progress of Project TALAGHAY: Building a Locally-led Culture of Preparedness and Strength.
Project TALAGHAY is a collaborative initiative between the Philippine Preparedness Partnership (PhilPrep) and Tarlac State University, represented by the Center for Engineering and Environmental Research (CEER) and the Department of Civil Engineering. The project aims to strengthen disaster preparedness and community resilience through science-based and locally driven solutions.
One of the project's primary objectives is the installation of early warning flood sensors and the establishment of critical water level markers at the Ninoy Aquino Bridge. These measures will serve as both an advanced monitoring system and a visual early warning mechanism, enabling residents to quickly assess flood conditions and bridge safety during periods of heavy rainfall.
During the meeting, the project team presented the findings of their assessments and discussed the next steps for implementation. The City Government provided valuable insights and recommendations to help ensure that the project's technical outputs translate into practical, community-centered disaster risk reduction measures that will benefit the people of Tarlac City.
Through initiatives such as Project TALAGHAY, the Department of Civil Engineering reaffirms its commitment to extending engineering expertise beyond the classroom by developing innovative solutions that promote public safety, disaster resilience, and sustainable community development.
