On September 10, 2025, the CCLGSPD held a consultation meeting with the Sangguniang Kabataan (SK) Council of Barangay Baras-Baras, Tarlac City. The meeting, conducted via Zoom, was part of the Kabataan Advancement: Profiling, Consultancy, and Capacity Building Initiatives for the SK and KK in Baras-Baras, Tarlac City (KAPABILD Project).

The session served as a platform to identify the specific needs and priorities of the youth council in advancing their governance and community service initiatives. SK Chairman Rochelle Kate T. Tagara emphasized the importance of strengthening capacity-building programs tailored to the needs of their barangay. Among the key areas she highlighted were training in ordinance writing, to empower the SK Council in creating effective local policies, and mental health awareness initiatives, which she stressed as a vital concern for the youth of Baras-Baras.

The meeting laid the groundwork for future capacity-building activities and collaborative efforts under the KAPABILD Project, ensuring that the SK and KK members are better equipped to serve their constituents and address pressing community issues.
