Kalap Para sa Lingap: OUES Launches Donation Drive for DSWD Lingap Center for Boys

The Tarlac State University extended care and compassion to the boys at the DSWD Lingap Center through the extension project “Kalap Para sa Lingap: Donation Drive for DSWD Lingap Center Home for the Boys”, spearheaded by the Office of University Extension Services (OUES) and launched on October 29, 2025.
Implemented under the 𝐒𝐀𝐑𝐀𝐏 𝐓𝐮𝐦𝐮𝐥𝐨𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦, the initiative was proposed by Engr. Emir Lenard S. F. Sicangco to address the sudden surge in the number of residents in the center as a result of unfortunate events over recent months. The project team members are composed of Dr. Francelle, Prof. Laarni T. Capinding, and dedicated OUES staff. Prior to this project, the OUES has already donated 18,000 pesos worth of items to the Lingap Center in August through the generous efforts of private donors and by raising funds through an ukay-ukay sale. In early October, the TSU Alumni Association, Inc. (TSUAAI) has donated large drums to address the water supply problem in the center, while the TSU Non-Academic Staff Association conducted an outreach activity as part of the University’s Foundation Anniversary Celebration.
Through call for donations made via social media and word of mouth, the project has received generous support from various donors, including the Center for Community, Local Governance Studies and Policy Development (CCLGSPD), TSU Association of Future Science Educators, Maharlika Organization, TSUAAI, and several private benefactors.
During the visit, the OUES team conducted a survey among the residents using the Children’s Hope Scale to better understand the children’s requirements, perspectives, and aspirations. This assessment will serve as a valuable tool for developing more responsive and impactful interventions for the center. The team then distributed basic hygiene kits, bath essentials, clothing, beddings, school supplies, food items, cleaning materials, and toys amounting to roughly 11,000 pesos, bringing comfort and joy to the boys under the center’s care.
Kalap Para sa Lingap is envisioned as a three-month initiative, with its culminating activity scheduled for December. The OUES intends to do monthly visits to deliver additional donations, ensuring ongoing support while fostering the spirit of volunteerism in the University community and beyond.
Through this initiative, TSU, through OUES, reaffirms its commitment to community engagement and compassionate service, embodying its mission to extend hope and care to those who need them most.
